What the documentation tells us
Sea to Summit distinguishes ultralight storage, lightweight wet-environment use, and heavier-duty constructions. Its FAQ also states that roll-top dry bags are not intended to be submerged. These are important use limits to check before choosing a bag for paddling or valuables.
Try this before buying
Arrange the clothing and small gear you want to keep dry. Sort it by when you need access. Check the maker's closing instructions and leave the required top space instead of filling every available centimeter.
The trade-off to consider
One big bag is simple, but several smaller bags can make selective access easier. More bags also mean more closures and more things to pack.
Start with what you own
Ordinary packing pouches can organize dry gear on a low-exposure trip, but they should not be treated as water protection.
